The Right to Information is a key mechanism to ensure efficiency, transparency and accountability. It accords citizens the right to peruse any document pertaining to transactions entered into by the Council, be it a document pertaining to transactions entered into by the Council, be it in the awarding of tenders, the allocation of stalls in markets, contract agreements or the provision of housing units. It will enable citizens will to judge whether the affairs of the Council are conducted in a just and fair manner free of corruption.

You should start by declaring your campaign finances to demonstrate that you are not using any public resources.

If Milinda declares his assets or campaign finances not only will I vote for him but I will also campaign for him. But he won’t. This is all just talk.

The candidate will comply with the law that exists in Sri Lanka. It would be helpful if those who ask for publication examine the law.

How will this be carried out? What is the information exempt from RTI? What are the penalties for officials who refuse to produce the required information? Who will carry out the penalties? Can citizens appeal if they are refused documents? To whom? If the documents reveal that the CMC is functioning in a less than appropriate manner, what is the next step for the citizenry? Where can they take up the matter?
These are all detailed elements of a RTI by-law that will be developed with consultation in first 100 days.
